IBT founder, Charles Carroll has been revolutionizing the applicant fingerprint market for over 20 years, specializing in state, federal and commercial use. Partnering with Lockheed Martin in 2000, IBT developed the first software solution allowing fingerprints to be captured via live scan, compressed, encrypted, and sent over the internet.
In 2005, IBT became a subsidiary of L-1 Identity Solutions and became the industry leader for state fingerprinting applicant programs. Under Carroll’s leadership, the Enrollment Services Business Unit grew from a start-up to a $600M gross revenue business unit while spawning a revolution in how criminal background checks and biometric credentialing is done throughout the US. While doing business under various acquiring companies over the years (including MorphoTrust USA and IDEMIA), Carroll was instrumental in the development and delivery of 24 state programs and nearly every mass biometric enrollment program for the Department of Homeland Security, including TWIC (transportation workers), HAZMAT (drivers of hazardous materials), and TSA Precheck, the most successful air travel program in the history of US aviation. Carroll was also responsible for launching the innovative Trusted Fan program, utilizing biometrics for fast entry into major sporting and entertainment venues where he partnered with various NFL and MLB teams, as well as Live Nation.
Reimagined and relaunched in 2020, IBT continues to deliver superior technology solutions and innovative business services, specializing in biometric enrollment, authentication and identification.
Although his experience makes him a leading expert in the fields of biometrics, security, and technology, he is also the Founder of Melrose Music Group in Nashville, TN, and Founder and CEO of Global Green Energies of Americas, a green, renewable energy business in the Caribbean.

Claudia Azevedo serves as Executive Vice President and Chief Financial Officer for IBT. Claudia has held a variety of senior operating and financial executive positions for several name-brand multi-national corporations, including American Express and Pepsi Cola. More recently, Claudia served as Senior Global Account Director and Program Executive for Allegis Global Solutions, running operations in the Americas, EMEA and Asia. Claudia also has significant experience with biometric border control programs having been responsible for creating a complex global enrollment model for L-1 Identity Solutions, which was aimed at assisting governments with their travel visa application and fingerprint enrollment processes.
